fix: update pinned checksum for the AWS RDS CA bundle (#4095)

AWS republished the global RDS CA bundle on 2026-09-29, so the pinned
sha256 no longer matched and every Docker image build failed at the
runtime stage. The new bundle contains 111 certificates, all Amazon RDS
roots issued by Amazon.
