fix: stop parsing VarDict's unused strand-bias flags (#135)

No output field has used the strand-bias flags column since BIAS was dropped, but rows were still parsed into a REF;ALT pair. VarDict's default for the column is a bare 0, which the parser refused, failing the whole conversion. The column is now read as text, and the serde_with dependency goes with it.
