fix: handle short reads of coder id and properties (#499)

readCoder read the coder id and properties with a single Read call
and treated fewer bytes than requested as an error. Read is allowed
to return less than asked for, which happens when a coder record
straddles the end of the bufio.Reader buffer for a plain header, or
when the decompressor returns data in smaller pieces while reading an
encoded header, so valid archives could fail to open.

Use io.ReadFull instead. A genuinely truncated header now returns
io.ErrUnexpectedEOF, so errIncompleteRead is no longer needed.
