🐛 Keep stacked-monorepo spec discovery relative to the root cwd

rspec_configured_files_to_run normalized each discovered spec against its
nearest ancestor .rspec. In a stacked monorepo (root .rspec aggregating
gems/*/spec via --pattern, each gem also having its own .rspec) this
stripped aggregated specs to bare member-relative spec/... paths that do
not exist at the root cwd, crashing parallel_tests File.stat during group
sizing and aborting the entire run.

Normalize against the root cwd instead, which is where parallel_tests
stats the paths and spawns workers, restoring the pre-3.2.13 behavior.
Add a regression spec covering the gem-level .rspec case that the
existing discovery spec omitted.
