fix: don't panic opening empty files via fs.FS (#494)

File.Open returned io.NopCloser(bytes.NewReader(nil)) for empty files
and directories, which doesn't implement fs.File. Reader.Open type
asserts the result to fs.File, so opening an empty file through the
fs.FS interface panicked with "missing method Stat".

Return a fileReader with no underlying reader instead; it already
returns EOF immediately when there's nothing to read and Close is a
no-op, and it implements Stat.
