Honor local_port in create_connected_udp_socket without local_host (#1365)

create_connected_udp_socket() documents local_port as "local port to bind to", but local_address stayed None when local_host was omitted, so the OS picked an ephemeral port and the caller got a socket bound to a port it never asked for, with no error.

Resolve the wildcard address for a port-only bind after the remote lookup, so it is looked up in the address family the remote resolved to. Doing it before would let the wildcard pick the family and then constrain the remote lookup to it, which fails for an IPv6-only remote on a host whose wildcard lookup returns IPv4 first.
