[feature] Allowed partial custom API view modules #1457

Added support for partial custom API view modules across all apps by
introducing fallback handling for missing views. Developers can now
override only the specific API views they need to customize without
redefining the entire set. Also added comprehensive URL tests and
updated documentation.

Closes #1457
