refactor(remote): start the path monitor apart from the wake observer

RemoteLinkObserver took a watchPath flag that only its wake test passed as false. The path monitor now starts from its own idempotent watchPath(), called right after start(), so the init has no flag and the wake test never starts a monitor.

Docs that #687 left behind: the reconnect.failures read-back in the skill reference and the ControlReconnect comment say that a key, a wake or a network change starts the count over; control-api.md drops the claim that a VPN drop changes no path; the retryRemoteLinksNow comment no longer names its triggers.
