fix: support fractional multipleOf on decoded integer schemas

JSON Schema allows a fractional multipleOf on integer schemas, such as
{"type": "integer", "multipleOf": 0.5}. Zoi.from_json_schema/1 passed the
value through to the integer type, whose rem/2 check raised ArithmeticError on
float divisors. Float divisors now use the same quotient check as Zoi.Types.Number.
