project: require Python 3.11

Regenerate with Wiswa e91526d, whose supported_python_versions default
is now 3.11 through 3.14. The regeneration raises requires-python to
>=3.11, drops the 3.10 classifier and test matrix entry, and moves the
QA workflow, mypy, pyright, and Ruff targets to 3.11. Ruff replaces
timezone.utc with datetime.UTC in docs/conf.py. The changelog records
the removal.

The rest is the current template: platformdirs 4.12.0, the uv
pre-commit hook update, the publish-msys2.yml zizmor ignore entry, and
the refreshed lock files.
