project: require Python 3.11

Regenerate with Wiswa e91526d, whose supported_python_versions default
is now 3.11 through 3.14. The regeneration raises requires-python to
>=3.11, drops the 3.10 classifier and test matrix entry, and moves the
QA workflow, mypy, pyright, and Ruff targets to 3.11. tomlkit leaves
the docs group, so docs/conf.py now reads pyproject.toml with tomllib,
as the template does for Python 3.11 and later, and Ruff replaces
timezone.utc with datetime.UTC there. The changelog records the removal
of Python 3.10 support.

The rest is the current template: the uv pre-commit hook update, the
publish-msys2.yml zizmor ignore entry, and the refreshed lock files.
