cruft: update

Regenerate with Wiswa e91526d, retaining the Swift-specific content in
the hand-maintained Claude files (recorded in wiswa-deviations.md).

- The changelog and copy-editor agents take the current template
  wording (Keep a Changelog 1.1.1, the prose.md references, and the
  acronym and spelling rules).
- The general rules gain the instruction to write files with Write and
  Edit instead of shell commands.
- The make-release skill gains the step that confirms the last CI runs
  passed and the step that sets the CITATION.cff release date.
- The zizmor configuration ignores publish-msys2.yml for
  dangerous-triggers, and yarn.lock picks up refreshed packages.
