Hold coverage at 100%, and check it in CI (#688)

django-marina already covers every statement and branch. Nothing held it
there, and CI never ran `coverage report`, so neither this package nor
django-bootstrap5, which set fail_under in its own PR, could fail on a drop
where it matters.

fail_under = 100 matches the block django-bootstrap5 already carries, comment
included, so the two are byte-identical.

ci.yml gains a `coverage report` step between the test run and the Coveralls
upload. That file is synced identically, so every package runs it. Only the
packages that set a floor can fail on it; the others print a report. That
split is why the step belongs in the shared file and the floor does not.

PACKAGING.md records fail_under as a per-package value, with the current
levels, so an unset floor in the other three reads as a known gap rather than
drift.

Verified both directions: 100% passes, and an uncovered branch reports
"total of 97 is less than fail-under=100" and exits 2.
