workflows/*: fix zizmor pedantic findings in hand-maintained workflows

The Build, CodeQL, GitHub Pages, Publish to PowerShell Gallery,
Release, and Tests workflows are not generated by Wiswa. Every job now
has a name and every workflow sets concurrency in the same form as the
generated workflows. Check workflows cancel superseded pull request
runs, and build, release, and publish workflows queue their runs.

Permissions move from the workflow to the jobs that use them, and
CodeQL sets empty workflow permissions. Run scripts read matrix values
from environment variables and the workspace path from
GITHUB_WORKSPACE instead of template expansion. PowerShell steps pass
each expanded CMake definition as one quoted argument, and the crash
test runs the built executable with the call operator.
