workflows/spelling: run the locked cspell instead of cspell-action

cspell-action bundles its own cspell and dictionaries. The bundled
versions differ from the cspell version locked in yarn.lock. dict:update
uses the locked cspell and removes words it knows (for example worktree)
from .vscode/dictionary.txt, and the action then reported those words as
unknown.

Install the Yarn dependencies and run yarn check-spelling instead. The
issue template prints each unknown word as an error workflow command.
GitHub shows each error as an annotation on the file and line.
