project: add the clang-format hook and check every C file

The clang-format workflow ran without --Werror, so it never failed, and
it checked only native/*.c. pre-commit had no clang-format hook. Add the
mirrors-clang-format hook through want_clang_format and the Wiswa hook
definition, and check every .c and .h file with the version the hook
pins.
