Write handler responses with encoding/json/v2

Route every json.Marshal call that writes a response, an error list or a
connection payload to a client through respjson.Marshal: the recover and
"transport not supported" paths in the handler, and writeJson,
SendError, the SSE and multipart/mixed writers and the websocket
response, error and init-ack writers in the transports.

respjson.Marshal calls encoding/json/v2's Marshal with
jsonv1.DefaultOptionsV1(), which is exactly what encoding/json.Marshal
runs, so the output does not change. TestMarshalMatchesEncodingJSON and
FuzzMarshalMatchesEncodingJSON require the same bytes, or the same error
message and type, as encoding/json.Marshal for responses with HTML
characters, U+2028, invalid UTF-8, duplicate names and invalid Data,
error extensions holding a time.Duration and []byte, and nil slices and
maps.

Having one place that chooses the options is the groundwork for letting
users opt in to encoding/json/v2's defaults. The websocket transport's
outer message envelope is still written by WebsocketConn.WriteJSON.
