fix: preserve full column collation IDs (#1818)

ColumnDefinition41 stores the collation ID in two bytes, but
`readColumns` kept only the low byte. For example, MySQL's
`utf8mb4_bg_0900_as_cs` collation has ID 319 and was truncated to the
binary collation ID 63. As a result, `Rows.ColumnTypes()` reported text
columns as BINARY, VARBINARY or BLOB, with a byte-slice ScanType.
