* fix: retain deny-all NSG rule destinations other Services still need and limit rules to the Service's IP families

* chore: exclude test files from goconst

Table-driven test fixtures repeat short literals, which goconst counts per
file. master and release-1.37 set goconst.ignore-tests for this, but that
option does not exist in the golangci-lint version this branch pins, so the
equivalent exclusion rule is used instead.
