project: require Python 3.11

levenshtein 0.27.5 requires Python 3.11. With the project declaring
support for Python 3.10, uv could not lock the dependencies and CI
failed.

Set supported_python_versions in .wiswa.jsonnet to 3.11 through 3.14
and regenerate. The regeneration raises requires-python to >=3.11,
drops the 3.10 classifier and test matrix entry, and moves the QA
workflow, mypy, pyright, and Ruff targets to 3.11. docs/conf.py now
reads pyproject.toml with tomllib, as the template does for Python 3.11
and later. Ruff replaces timezone.utc with datetime.UTC and imports
Self from typing instead of typing_extensions.

The regeneration also set the CITATION.cff release date to the day of
the run. The 1.7.1 release date (2026-09-14) is now recorded in
.wiswa.jsonnet, and CITATION.cff retains it.

The rest is the current template: newer pinned actions and tools, the
extended prose rules and prose-lint skill, and yarn 4.18.1. Prettier
now writes the TOML example in README.md with single quotes. The
make-release skill writes "working tree" instead of "worktree",
matching Wiswa 070d437, because the cspell action in CI does not know
that word.
