workflows/cmake: check Windows release binaries for debug runtimes

The MSYS2 Release jobs install the executable, the Qt libraries and
plugins, and the other runtime DLLs into the install prefix, and CPack
packages that prefix into the installer and ZIP archive attached to the
release. The configure step already selects the Release build type.
Add a scan of the install prefix that fails the job when a binary
references a debug runtime (VCRUNTIME140D, ucrtbased, and similar). A
regression to a debug CRT now blocks the release instead of shipping
binaries that require runtimes most users do not have installed.

Update the cspell dictionary for the runtime names.
