workflows/cmake: check release binaries for debug runtime linkage

The Release Windows packages from the MSVC and MSYS2 jobs must not
require the debug C runtime (VCRUNTIME140D, ucrtbased, and similar).
Most users do not have the debug runtime installed. Scan the installed
DLLs and executables of each Release build and fail the job when a
debug runtime marker appears.

The Release jobs already build the Release configuration. A regression
such as a missing --config Release on the Visual Studio generator
would link the vcpkg debug libraries, and the scan detects it.
