workflows/cmake: fail Windows Release builds that link a debug CRT

The released packages come from the MSYS2 Release legs, which configure
-DCMAKE_BUILD_TYPE=Release with a single-config generator. The MSYS2
toolchains do not use the MSVC debug runtime. A later switch to MSVC or
to a Debug configuration would still produce packages that require
debug runtimes most users do not have installed. Scan every installed
EXE and DLL in the Release legs for the debug runtime markers that
scenechange checks (VCRUNTIME140D, ucrtbased, and others) and fail the
job when one appears. The scan reports no markers for the v0.0.6
Release archives.
