messages: is_client_synthesized, one code for unknown ids, Option message id (#927)

Part 2 of #906.

- Notice::is_client_synthesized(): true for any negative code
- handshake NotValid frame raises UNKNOWN_MESSAGE_TYPE_CODE (-5), not -3;
  unknown_message_type_notice() owns the wording for handshake and
  steady-state routing; -3 text drops the message id
- ResponseMessage::message_id() -> Option<i32>; drops the 0 / -1 sentinels
- test_utils msg-id helpers use MESSAGE_ID_LEN / PROTOBUF_MSG_ID
- sync end-to-end test: short frame body reconnects
- CHANGELOG + migration-5.0 behavioral note
