workflows/cmake: check release binaries for debug runtimes

The Windows Release matrix entries build the CLI executable and the
wheel, then CPack packages the executable into the NSIS installer and
the ZIP archive attached to the release. The configure, build, and
CPack steps already select the Release configuration, and
scikit-build-core builds the extension module as Release by default.
Add a scan of the staged executable and of every DLL or PYD in the
wheel that fails the job when a binary references a debug runtime
(VCRUNTIME140D, ucrtbased, and similar). A regression to the debug CRT
now blocks the release instead of shipping binaries that require
runtimes most users do not have installed.

Update the cspell dictionary for the runtime names.
