workflows/cmake: configure with the matrix build type

Ninja is a single-configuration generator, so the build type is fixed
at configure time and `cmake --build --config` is ignored. The
configure step did not set CMAKE_BUILD_TYPE, so both matrix entries
produced the same unoptimised binary, and the tetris.efi and tetris.iso
uploaded to the release on a tag were not a Release build. Pass the
matrix build type to the configure step through the environment.
