Make SaslMechanism.Create() throw NotSupportedException for unsupported mechanisms

SaslMechanism.Create() used to return null for unsupported mechanisms,
which typically surfaced later as a NullReferenceException far away from
the actual cause (e.g. CRAM-MD5/DIGEST-MD5 when MD5 is unavailable in
FIPS mode, or GSSAPI on platforms that do not support it).

* Create() now returns a non-nullable SaslMechanism and throws
  NotSupportedException with a descriptive message when the mechanism
  is not supported.
* Added SaslMechanism.TryCreate() overloads (with and without an
  Encoding argument) for callers that want the old null-returning
  behavior.
* ImapClient, Pop3Client and SmtpClient now use TryCreate() when
  authenticating so they do not depend on SaslMechanism.Rank() and
  Create() staying in sync.
* Added unit tests for Create() throwing and for TryCreate().
