Unwrap narrowed nullables in C# tuples (#837)

A narrowed optional value type stays nullable in C#, so a tuple literal
such as ``(x, y)`` with ``y`` declared as ``long?`` could not be
assigned to a ``(string, long)``. We now unwrap the narrowed nullable
value types in the tuple items, as in ``(x, y.Value)``.

We test it with ``narrowed_pair_is_positive`` in the ``tuples``
meta-model.
