* Add `Cinder` client class and process user pipeline misconfiguration

  * keeper.py
    - Change the behaviour of `get_unused` method
    - Add `get_used` method
    - Update quotas of `admin` project in the `default_init`
  * client_factory.py
    - Add `Cinder` client class
    - Add processing of pipeline misconfigurations
    - Update quotas in the every new projects
    - Field `client` of the created clients now accessed with 'native'
