client: remove next_request_id; add TickSubscription::request_id (#925)

- Remove `Client::next_request_id()` (sync + async). Minted an id no request used; no API takes a caller-chosen request id, so passing it to `cancel_contract_details` / `cancel_historical_ticks` cancelled nothing. Crate code already mints via `mint_request_id()`; tests switched to it. A `pub(crate)` version would be dead code.
- Add `TickSubscription::request_id()` (sync + async), giving `cancel_historical_ticks` a public id source. Doc examples: `cancel_contract_details` takes the id from `ContractDetailsBuilder::request_id()`, `cancel_historical_ticks` from `TickSubscription::request_id()`.
- `docs/rules/wire/id-partition.md`: records the 5.0 decision not to type public id returns/fields (typed-ids plan Tier B).
- Migration guide §20 + checklist, changelog.
