build: release a universal macOS binary for arm64 and amd64 (#250)

The macOS archive held an amd64 binary only, so on Apple Silicon rain ran
only under Rosetta 2, and failed with "Bad CPU type in executable" where
Rosetta 2 is not installed.

Build darwin/arm64 as well, and merge the two darwin builds into one
universal binary with universal_binaries (replace: true). The release
still has a single rain_<version>_macos.tar.gz, so download URLs and the
Homebrew formula keep working, and the binary now runs natively on both
architectures. Linux and Windows builds are unchanged.
