feat: write VarDict's indel 3' shift as INFO INDEL_3P_SHIFT (#117)

INDEL_3P_SHIFT is VarDict's Shift3 column: how many bases an insertion or deletion can slide toward the 3' end and still describe the same haplotype, within VarDict's 70-base window. It is written only when TYPE is Insertion or Deletion, because for SNVs and MNVs VarDict computes the same column by comparing two unrelated stretches of reference, which says nothing about the variant. It is INFO, Number=A, since it describes the allele against the reference rather than the sample's reads.
