feat(perf): chart every project when none is picked

The dashboard shows all projects until somebody selects one, and in that
state both panels printed "Pick a project to see its performance" - which
on a server watching three applications is a dead end where the answer
should be.

PerfOverview now charts everything at once: throughput, latency, bands,
CPU and status all add up across projects and answer "is anything slow
right now". PerfTopPaths names the project in every row, because two
applications both have a /login and one merged row would be a row about
nothing.

The repository takes a nullable project throughout; when it is null and
the rows are a table, it joins project and groups by its code as well.
