Add const qualifiers to read-only C helper arguments (#1652)

## What do these changes do?

Add const qualifiers to read-only pointer arguments in internal C
helpers for table metadata, reference lists, watcher state, and debug
consistency checks. Keep the reference-list traversal pointer const as
well.

## Are there changes in behavior for the user?

No. This change makes the helpers' read-only intent explicit without
changing the public API or runtime behavior.

## Is it a substantial burden for the maintainers to support this?

No. The changes use the existing helper signatures and coding
conventions without adding dependencies.

remaining checks are still pending.
