docs: name the library reference pages in the singular (fixes broken PAIR MUTATOR link) (#487)

* docs: build the pair-mutator reference at "PAIR MUTATORS", where the READMEs link

README_3.md and README_4.md link to ../PAIR MUTATORS/index.html, but jsdoc.sh
generated the folder as "PAIR MUTATOR" (singular), so the link from the
Python §3 and §4 pages 404ed. Name the folder, page title and README
"PAIR MUTATORS", matching the other library pages (LINKED LISTS, LISTS,
STREAMS) and the README's own wording.

Build the library reference pages as LINKED LIST, LIST, PAIR MUTATOR and
STREAM (folder, page title and README), consistently singular like MATH, MISC
and MCE, and point the chapter READMEs at them.

This also fixes the Python §3 and §4 pages' broken link to the pair-mutator
page: they linked to ../PAIR MUTATORS/index.html while jsdoc.sh generated
"PAIR MUTATOR".
