rework file watching (#97)

- change: watch config dirs, plus files on the BSDs
- change: getDir() watches recursively on Linux too
- feat: a minutely pass reloads what events missed
- fix: macOS and the BSDs notice new files at once
- fix: reload configs when a missing dir appears
- fix: retry a watcher that failed to open
- fix: rewatch a config dir that was replaced
- fix: stop_watching() keeps a shared dir watcher
- fix: stop_watching() covers the overrides layer
- fix: get() and getDir() share a dir's watcher
- fix: reload a symlinked config on target change
- fix: reload a config read via its fallback file
- fix: reload when a dir event names no child file
- fix: log a watcher error, then reopen the watcher
