Replace github.com/matryer/moq with github.com/vektra/mockery/v3 (#4353)

Per [this discussion](https://github.com/vektra/mockery/discussions/671), github.com/vektra/mockery/v3 is absorbing the functionality of github.com/matryer/moq

`matryer/moq` gained traction due to its simplicity, but it has not been well maintained as of late, and appears to have some problems with the latest Go 1.27.1 release currently. `github.com/vektra/mockery/v3` is better maintained and able to scale to much larger repositories. Since both are really only test utilities, and not part of gqlgen's runtime dependencies, this PR removes them from gqlgen's runtime dependencies through admitted trickery using a nested submodule. 

That nested submodule is included in the Dependabot configuration, so mockery/v3 will be pinned, but PRs will be opened automatically to increment it so we don't forget and let it rot.

* Use specific version of moq in go:generate directive

By setting setting a specific version of the https://github.com/matryer/moq
dependency in the go:generate command, there's no need to keep the naked
import of the tool in internal/tools.go anymore.

* Replace moq with mockery

Switched to use github.com/vektra/mockery instead of
github.com/matryer/moq as moq is more or less not maintained anymore.
mockery is compatible with moq so no need to change anything in the
code at this point.

* Move mockery to submodule so it can get dependabot updates
