github: authenticate release-tag and commit-SHA lookups

The lookups went out on the caller's session without a token and were
limited to 60 requests an hour even with GITHUB_TOKEN set. Wiswa runs
across many projects failed with "Could not get latest tag". The token
from get_github_token is now sent per request to api.github.com only.
Callers share the session with PyPI and npm.
