Compose the C# enhancing (#827)

We wrap the containers through one private method per container type
in the ``Wrapper``, named by the type moniker. Each method wraps only
one level and calls the wrapping of its items by name, so the
enhancing composes to any depth instead of the hand-written lists and
tuples:

    that.SupplementalSemanticIds = Wrap_ListOf_IReference(
        that.SupplementalSemanticIds);

The repeated transform-and-cast blocks are replaced by a generic
``Wrap<T>(T that) where T : Our.IClass``, and the union overload is
renamed to ``Wrap`` so that classes and unions share the call. What to
wrap is now decided by ``intermediate.map_descendability``, which
removes the ``NotImplementedError`` for other lists, and the generated
code no longer needs ``System.Linq``.
