docs: simplify settings reference and document config precedence

Remove the CLI Flag column from the auto-generated settings table
since the Karpenter binary is not distributed independently and CLI
flags are not intended for direct use. Add a note clarifying that
settings are configured via environment variables (Helm values) and
that CLI flags take precedence when both are set.
