conformance: add the floats group (#153)

Adds the last group of the suite, the floating-point functions, as five
files under testdata/floats:

- cells.jsonl: center, boundary, cellArea in rads2/km2/m2, and interior
  points halfway from the center to each vertex with the cell that
  latLngToCell returns for them two resolutions finer
- edges.jsonl: edgeLength in rads/km/m and the edge boundary
- vertexes.jsonl: vertexToLatLng
- distances.jsonl: greatCircleDistance in rads/km/m between two cell
  centers taken from the file, one near pair from the 3-disk and one far
  pair per subject, never nearly antipodal
- resolutions.jsonl: the average hexagon area and edge length per
  resolution 0 through 16, the last being the E_RES_DOMAIN row

Lengths and areas are compared by relative error or by an absolute floor
derived from the angular tolerance, whichever is looser. The floor is
needed because a fine-resolution length is the difference of two points a
few 1e-7 radians apart, each carrying last-bit error, so its relative
error cannot be held below 1e-9 by any implementation. The README states
the rule and the earth radius it depends on.
