* docs: document Kubeflow Trainer prerequisites

* fix(docs): separate namespace-scoped and cluster-scoped prerequisite checks

Per review: the node, CRD and ClusterTrainingRuntime checks need
cluster-scoped access, while the prerequisites only mentioned namespace
permissions, so a namespace-scoped user would see Forbidden on a correct
setup.

Add a namespace-scoped `kubectl auth can-i` check, mark the other checks as
needing cluster-scoped read access and say which tools depend on it, and
link to the RBAC section in ARCHITECTURE.md.
