Don't allow null department (#547)

It causes an error in LockerApplication#department_list:
```
self.class.pluck(:department_at_application).uniq.sort
```

Ruby does not know how to sort a mix of Strings and Nils,
so we get an error.  Rather than fixing this method
(`.compact` would do the trick) and risking finding another
method that is not Nil-Safe, let's just prevent this
column from being NULL in the first place.
