test(compat): migrate performance, remote-config, and app-check compat to Vitest (#10417)

* test(performance-compat): migrate performance-compat to Vitest

Migrate @firebase/performance-compat unit tests from legacy Karma/Mocha/Chai/Sinon to native Vitest with Playwright Chromium browser runner.
- Replace karma.conf.js with vitest.config.mjs extending config/vitest.base.mjs filtered to browser runner
- Update package.json scripts to use vitest run
- Replace Chai assertions and Sinon stubs with native Vitest matchers and spies
- Configure tsconfigOverride in rollup.config.js to exclude test files from bundle packaging
- Add standard mock cleanup in test/setup.ts and ambient types via test/types/vitest-globals.d.ts

Performance & CI Impact:
• Test Count: 3 passed (100% parity, 0 regressions)
• Execution time: ~0.89s
