Commit Message

Preserve news fragments through release candidates

Restore the 70 original news fragments consumed when assembling the 2.4.0rc1 notes so they remain available for the stable release. Document towncrier --keep for release candidates and remove news/1380.docs as requested.

Verified exact restoration against the pre-deletion revision and fragment retention with an isolated Towncrier fixture. Ruff formatting, lint, and Pyrefly checks pass.
