Tests for the new Python pass manager (#17115)

* Fundamental tests of builtin and custom IRs

This tests e.g. that the type check system works, errors
are propagated and the pass context works correctly.
This does not yet check compatibility with the legacy system
or exposure to C.

* Legacy pipeline w/o layout

* Fixup the legacy test

* Ian's review comments

- Add a test on CircuitData
- Copy/noncopy tests
- Add a placeholder for testing a mismatched custom IR output

* Apply batched suggestions from code review
