Add tests for controlpanel configlet that allows for manual synchronisation of shadowtree.
Make the shadowtree tool utility a true site-local one (should not be registered as a global ZCA utility in configure.zcml)
Add more tests, ensuring coverage of both AT and DX variants where applicable.
Removed setuphandlers since import step no longer required.
