Clean up the pre-commit config (#462)

- Run mypy as a local hook with `uv run mypy .`, so it works without an
  active venv and uses the [tool.mypy] config, like CI.
- Use the ruff-check and ruff-format hook ids, only on Python files.
  Ruff comes only from the pre-commit rev, so remove it from the dev
  dependencies.
- Use `select` instead of `extend-select` for ruff. Ruff 0.16 enables
  413 rules by default (59 before), and `select` keeps the current rule
  set.
- Add the uv-lock, end-of-file-fixer and trailing-whitespace hooks, and
  fix the files they flag. Remove requirements-txt-fixer.
- Set `packages = []` for setuptools: `uv lock` builds the project
  metadata for the dynamic version and fails on the flat layout.
- CI skips only mypy in the pre-commit job, there is no insert-license
  hook.
