ci: skip FreeBSD/macOS jobs in a fork

When I added these workflows (#13246, #13247), I had two points in mind:

* I don't want to bloat the workflows with many rules about where and
  when to run. Instead, I want them to be tiny wrappers around the
  commands they run.
* The workflows are able to run in forks and it may be useful for
  debugging purposes.

None of the other workflows run in forks, mainly because they use
self-hosted runners and secrets (#6913). This is not the case here.

However, I found that I don't like that something is run in my fork by
default, because it only spends resources, while I look at the status in
a pull request anyway. The fork works as a bucket of branches for me,
nothing more.

Let's skip the runs in forks and, as the other workflows do, everywhere
except pull requests to `tarantool/tarantool` and pushes of `master`,
`release/**` and tags to `tarantool/tarantool`.

The workflows can still be run in a fork if needed, but now it requires
editing the files (which seems OK for debugging purposes).
