Rewrite name_title_browse field in Rust (#3579)

* Rewrite name_title_browse field in Rust

This field was quite complex -- it relied on us indexing several
other fields, and then assembling it in an `each_record` block
alongside its tightly coupled friend, `name_uniform_title_1display`.

We extract the field into its own Rust module.  It is still quite
complex, but at least it is in its own file.
